Why institutions ask
Each missing document is read a specific way: no utility bill reads as difficulty proving your address; no physical office makes the business look "virtual" with no operating base; no financial statements for a brand-new company reads as shell-company risk; no VAT registration reads as possible tax evasion until the threshold is explained. Knowing the reading lets you answer it directly - with the alternative and one short written explanation.
